Remuneration Package: Negotiable
Requirements include: An appropriate Masters’ degree (see erratum) or equivalent
qualification; a minimum of 5 years of managerial experience; a demonstrable ability to grasp and drive
transformation at local government level; ability to communicate and negotiate
at all levels of government and with all stakeholders; an ability to provide
strategic and innovative leadership; a valid code B driver’s licence.
Duties include: Provision of guidance and
leadership towards the achievement of strategic goals of the District
Municipality; maintenance & sustenance of an economic, effective and
accountable administration; staff appointment and management; management of performance
agreements of Heads of Department; management of communication between
political and administrative structures of the Municipality; facilitation of
development and implementation of the Municipality’s Integrated Development
Plan (IDP); management of provision of qualitative services to communities in a
sustainable and equitable manner; promotion of sound labour relations; administration
and implementation of municipal by – laws; provision of advice to the Mayoral
Office and other structures of Council; co-ordination and spearheading of
institutional capacitation of Category B Municipalities; ensuring that ADM
including Category B Municipalities in the district are financially viable;
fostering partnerships, capability of lobbying for and soliciting donor funding
for the sustainability of institutional operations and that of its municipal
entity.
As Accounting Officer of the
Municipality, the Municipal Manager will be responsible and accountable for all
income & expenditure and assets of the Municipality. The discharge of all
liabilities of the Municipality, proper and diligent compliance with all
applicable legislation is his / her responsibility.
