Bids are hereby invited for the Provision of Consultancy Services for the Planning, Design and Construction Supervision for Bicycle and Pedestrian Infrastructure in Mbhashe Local Municipality.

 

The minimum specifications are detailed in the Bid document.

 

Bid documents will be available from the Budget And Treasury Department Office (SCM Unit) at no cost to the Service Provider. The documents will be available on Thursday, 2nd September 2010, on the 12th Floor, Caxton House, Caxton Street, East London.

The Two Envelope System will be utilised to evaluate this bid.  Bidders are advised to submit two envelopes, i.e. one technical proposal (functionality) and one financial proposal (price).  Bidders who do not separate the financial and technical proposals will automatically be disqualified.

 

Completed bid documents are to be placed in a sealed envelope endorsed "PROVISION OF CONSULTANCY SERVICES FOR THE PLANNING, DESIGN AND CONSTRUCTION SUPERVISION FOR BICYCLE AND PEDESTRIAN INFRASTRUCTURE: BID No. 8/2/21/2010-2011 – AMATHOLE DISTRICT MUNICIPALITY" must be deposited in the Bid Box, at the offices of the Amathole District Municipality, 40 Cambridge Street, East London, 5200, not later than 11h00 on Thursday, 9th September 2010, at which time the bids will be opened in public.

 

PREFERENTIAL PROCUREMENT POLICY FRAMEWORK ACT (PPPFA) POINTS WILL BE AWARDED AS FOLLOWS:

            HDI Status                                 -           10 points

            Female Ownership                      -           4 points

            Disabled Ownership                    -           2 points

            Located in ADM region                 -           4 points

            TOTAL                                                   100 points

 

BIDDERS SHALL TAKE NOTE OF THE FOLLOWING BID CONDITIONS:

 

Ä         The Amathole District Municipality Supply Chain Management Policy will apply;

Ä         ADM coat of arms1The Amathole District Municipality does not bind itself to accept the lowest bid or any other bid and reserves the right to accept the whole or part of the bid;

Ä         Bids which are late, incomplete, unsigned or submitted by facsimile or electronically, will not be accepted;

Ä         Bids submitted are to hold good for a period of eight (8) weeks.

Ä         Prices quoted must be firm and must be inclusive of VAT.

Ä         A firm delivery period must be indicated.

Ä         For all transactions exceeding R 15 000.00 your tax reference number at SARS must be furnished.

Ä         This proposal will be evaluated in terms of the 80/20 preference point system as prescribed in the Preferential Procurement Policy Framework Act (No 5 of 2000) and for this purpose the enclosed form MBD6.1 must be scrutinized, completed and submitted together with your quotation.
