Water Services Authority

   BACKGROUND

 

The ADM was delegated Water Services Authority (WSA) status for its whole area of jurisdiction, with the exception of Buffalo City Municipality which was also granted WSA Status for its own area, in June 2003.  

 

OBJECTIVES and ACTIVITIES
 
The primary objective is for ADM to provide effective, efficient and sustainable water services for all communities within the ADM. This primary objective can be broken down into the following secondary objectives, each with its particular activities:

Policy development and bylaws
  • Drafting new or modify existing Tariff policy, Debt Collection, Credit Control and Procurement policy
  • Draft Water Services Bylaws

 

Financial Planning and Management

  • Draft water services budget which identifies tariffs and subsidies required for financial sustainability
  • Determine tariffs to be charged for water services

 

Water Services Development Planning

  • Review WSDP and obtain council approval

 

Infrastructure Development

  • Establish Project Management Unit
  • List Municipal Infrastructure Grand (MIG) water services projects in IDP
  • Draft 3 Year Capital Plan
  • Submitted MIG quarterly 

 

Water Services Provider Arrangements

  • Municipal Systems Act Section 78 Internal Assessment and if decided by Council, Section 78 External Assessment
  • Compile Service Delivery Agreements

 

Health and Hygiene Promotion
  • Establish Health and Hygiene promotion programme

 

Asset Management and Legal Matters

  • Update asset register for water services infrastructure
  • Obtain all legislative requirements for water services

 

Transfer of infrastructure and personnel from Department of Water Affairs & Forestry (DWAF) to ADM

  • Transfer agreement is entered into with DWAF
  • Assets transferred to ADM

 

WSA Structural and Organizational Capacity Building

  • Provide WSA function within ADM organogram

     

    Compliance with legislation:

    Ensure compliance with:

    -          The Constitution

    -          Municipal Systems Act (32 of 2000)

    -          Water Services Act (107 of 1997)

    -          Strategic Framework for Water Services (approved by Cabinet 17 September 2003)

    -          Municipal Finance Management Act (56 0f 2003)

    -          Division of Revenue Act (2005)
     

    The Department/section contributes in achieving the following goals listed in the IDP:

    -          Development of water and sanitation infrastructure in order to eradicate the

               backlog 

    -          Completion of the Water Services Provider Study

    -          Implementation of the Water Services Authority Action Plan

    -          Review the Water Services Development Plan annually
     
    Outputs and Key Performance Indicators (KPIs):
     

    The final outcome will be the following for each of the objectives stated above:

     
     
    Policy development and bylaws
    • New policies and bylaws in place. The KPI will be a council resolution in this regard.

     

    Financial Planning and Management

    • A water services budget which identifies tariffs and subsidies required for financial sustainability. The KPI is a council approved budget.
    • Tariffs to be charged for water services. The KPI is council approved tariffs.

     

    Water Services Development Planning

    • Updated WSDP. The KPI is the approval by council.

     

    Infrastructure Development

    • Project Management Unit (PMU) established
    • Municipal Infrastructure Grant (MIG) water services projects are listed in IDP
    • 3 Year Capital Plan is in place
    • MIG quarterly reports are submitted

    The KPI for all four of the above is whether it is in place or not.

     

    Water Services Provider Arrangements

    • Municipal Systems Act Section 78 Internal Assessment and if decided by Council, Section 78 External Assessment
    • Compile Service Delivery Agreements

    The KPI is whether the Section 78 assessment has been done and service delivery agreements are in place.

     

    Health and Hygiene Promotion

    • Establish Health and Hygiene promotion programme. The KPI is measuring if this has been done.
 

Asset Management and Legal Matters

  • Updated asset register for water services infrastructure
  • Obtain all legislative requirements for water services

The KPI is whether these have been completed.

 

Transfer of infrastructure and personnel from DWAF to ADM

  • Transfer agreement is entered into with DWAF
  • Assets transferred to ADM

The KPI is again determined by whether these outcomes have been achieved

 

WSA Structural and Organizational Capacity Building

  • WSA function is provided within the ADM organogram. The KPI is determined in accordance with the level that the WSA function is provided within the ADM structures.
