The Municipal Infrastructure Grant (MIG) was established in order to consolidate Local Goverment Grant Mechanism and was approved by Cabinet on 05 March 2003. The establishment of the MIG was strongly supported by organised Local Government and a range of Public and Private Agencies.
The aim of Cabinet was to have the MIG fully operational by the financial year 2004/5. The MIG is a result of the merger of the Consolidated Municipal Infrastructure Projects (CMIP), Local Economic Development (LED), Water Service Capital, Community Based Public Works Programme (CPBW), the Building for Sports and Recreation Programme and the Urban Transport Grant.
The aim of the MIG is to provide all South Africans with at least a basic level of service by the year 2013. The MIG funding is managed by the Project Management Unit (PMU). The PMU is also responsible for management of all Municipal Capital Projects as stipulated in the Guidelines for Municipal Infrastructure Grant.
To ensure that the projects being implemented by the Project Management Unit (PMU) are IDP complaint and that funding is available from the Municipal Infrastructure Grant (MIG) and other District Municipality funding mechanisms.
Additional objectives include:
Ensure that projects are identified and funded as per categories set out in the MIG programme.
Ensure that projects are registered with the IDP and MIG before implementation
Ensure capacity building within the Local Municipalities so as to take over implementation of MIG projects as per specified timeframe.
Ensure that all Capital Works of the Municipality are implemented by the Project Management Unit by year 2006/7.
Ensure that target 2013, provision basic level of service for ADM residents is realized.
ACTIVITIES

Select prioritization projects from the IPD complaint Projects and carry out review of the capital plan.

Request and properly manage the MIG funds and also allocate the funds accordingly.

Assist with the appointment of Services Providers to be engaged in project implementation.

Manage the performance of the selected Service Providers engaged to implement MIG funded Projects by ensuring that work is done as per specification.

Consult various stakeholders when about to implement specific projects.
- Ensure proper Management of the Projects Management Unit’s resources as specified by guiding legislations.
