ADM HEADQUARTERS – THURSDAY, 07 JULY 2022 

In a Council Meeting held at Amathole District Municipality Council Chambers on 06 July 2022, Executive Mayor Cllr Nceba Ndikinda tabled a report pertaining to institutional finances among other reports presented for noting and approval, as per his delegation of powers. 

 

The item on “Request for MPAC to investigate the recoverability of expenditure related to fruitless and wasteful expenditure incurred during the period 1 July 2021 to 31 December 2021” tabled by Executive Mayor Ndikinda assured that Municipal Public Accounts Committee would be mandated to carry out the necessary investigation. 

“The prevention and management of fruitless and wasteful expenditure is in line with our Municipal Turnaround Strategy pillar of good governance” – he said. 

 

The Executive Mayor also presented an item on the proposed retrenchment as an option to minimize the salary bill at Amathole District Municipality. Addressing Council, Ndikinda said “It is critical that a road map on engagements as per section 189 of the Labor Relations Act be developed, to assist council”.

 

He further added that “I am thus bringing this item to you council to give the order to administration to ensure that all processes conducted are done in provisions of the labour Relations Act and in full consultation with Organised Labour and the affected employees”. 

 

This is part of the implementation of Organisational Development and Design programme in the Municipal Turnaround Strategy and the Mandatory Financial Recovery Plan following the call to employees to participate in the Mutual Separation Agreement initiative. 

 

Talking on the municipal financial viability, he said – “The matters raised in the Audit Report are areas that have been identified by the Office of the Auditor General that must be addressed. An audit action plan is being implemented, which assigns planned responses, responsibilities, and timeframes to relevant officials”. 

During the State of the District Address held on the 28 June 2022, Executive Mayor stated that a culture shift needed to happen in the municipality and “it needs both political and administrative levels to do what is expected of them”. 

 

 

 

The Executive Mayor also tabled the report on the outcomes of the High Court order setting aside the appointment of ADM Municipal Manager. ADM Council resolved that the Executive Mayor must protect any litigation against the institution. 

In addition, ADM Council ratified (agreed on) the decision of the Executive Mayor to appoint Mr. Lucky Mosala as the Acting Municipal Manager and Ms. Sonia Kieck as the Acting Chief Financial Officer.

Construction Entrepreneurship Capacity Development Program

Amathole District Municipality and UN Women in partnership with Tshwane University of Technology hosted a women in construction entrepreneurship capacity development program in East London. 

The two-day event aims to promote green entrepreneurship initiatives among women contractors to create opportunities for them across various economic sectors.

According to the UN, the Green Entrepreneurship's aim is to  improve an economy that results in improved human well-being and reduced inequalities with focus on poor underprivileged communities. 

For this particular training programme, the focus is on an integrated drive to to speed up delivery of quality human settlements within Amathole District with training, development, empowerment and licensing 30 women owned construction companies to build with innovative building technologies.

 

 

ADM CONFIRMS RECEIPT OF MEC LETTER

ADM HEADQUARTERS – TUESDAY 14 JUNE 2022

Amathole District Municipality (ADM) confirms receipt of the letter from COGTA MEC, Xolile Nqatha, dated 09 June 2022 addressed to the Executive Mayor, Cllr Nceba Ndikinda, re: Appointment of the Municipal Manager. This after, the Executive Mayor wrote to the MEC informing him of the recruitment processes followed in the appointment of the Municipal Manager Dr Thandekile Mnyimba as outlined in Local Government: Municipal Systems Act Regulations, section 17 (3) (b).

The Executive Mayor has referred the matter to the institutions Legal Unit to craft a response which will be sent to the MEC today.

Key to note is that the matter is sub judice as there are two cases before the court of law on the same.
