REMINDER : ADM TO HOLD ITS FIRST POST 2021 LGE INAUGURAL COUNCIL MEETING 

 

 

 

 

ADM HEADQUARTERS - FRIDAY, 26 NOVEMBER 2021    

 

Amathole District Municipality (ADM) will hold its Inaugural Council Meeting onTuesday, 30 November 2021, at Calgary Conference Centre and Museum in East London at 11h00. The meeting will be held in accordance with the provisions of Section 29 (2) of the Municipal Structures Act of 1998 as amended, read in conjunction with Schedule 2 of the Municipal Structures Act.  

 

In terms ofSection 29 (2) of the Municipal Structures Act of 1998 as amended, “the municipal manager of a municipality or, in the absence of the municipal manager, a person designated by the MEC for local government in the province, must call the first meeting of the council of that municipality within 14 days after the council has been declared elected or, if it is a district council, after all the members to be appointed by local councils, have been appointed”. On election of municipal office bearers, Schedule 2 & 3 of the Municipal Structures Act will be applied.  

Schedule 2 (a) and (b) of the Municipal Structures Act state that “if at a further meeting is held in terms of item 8 (1) of Schedule 3 to the Act, (a) only two candidates are nominated; or (b) two candidates remain after the elimination procedure in item 7 of schedule 3 has been applied, and those two candidates received the same number of votes, the MEC for local government in a province may direct that the result must be determined by lot” 

 

This inaugural meeting will be divided into three parts. Presided by the ADM Municipal Manager Dr Thandekile Mnyimba. The first of the meeting will deal with swearing in or oath of solemn affirmation by members of the council and more importantly the election of the Council Speaker.  

The second and third parts will be presided over by a Councilor who would have been elected as Speaker of Council; and will deal with, in the main, election of the Executive Mayor, Chief Whip, MPAC Chairperson as well as the announcement of the members of the Mayoral Committee by a Councilor duly elected as The Executive Mayor.  

 

 

Furthermore, the following items will be tabled before the new Council for noting and approval:  

a)   Standing Rules of Council;  

b)   End of Term Report  

c)   Report on Amathole District Municipality’s System of Delegations 

d)   Mandatory Financial Recovery Plan as per Section 139 (5) (a) of the Constitution  

e)   Report on the Ratification of the resolutions taken by the TROIKA plus one during the recess period in line with the delegation entrusted by council 

f)   Ratification of extension of debt incentive scheme

At the end of 31 October 2021, a total of R1,2 billion of which 66% thereof is domestic households category, is still owed to Amathole District Municipality.  

 

While some of the debtors have come forth to make arrangements to service their accounts through the now extended incentive scheme which initially ran for 4 months, some, particularly domestic, are still among the top defaulters and with the lowest turnout. This non-payment of services by ADM debtors is a grave concern as it weighs heavily on the district’s ability to meet its obligations, among those ensuring quality production of water and more important, timeous payments to its creditors.
