2019/2020 ANNUAL REPORT ROADSHOWS
Notice is hereby given in terms of Section 127(2) and (5)(a) of the Municipal Finance Management Act No.56 of 2003, together with Circular No.63 that the Draft Annual Report for the financial year 2019/2020 has been prepared and tabled in a Council meeting held on 29 October 2020. The document is available for public inspection and comments.

ADM welcomes the EC Provincial Executive decision to invoke section 139 (5) (a) of the Constitution

In 2017, the Accounting Officer instituted a diagnostic analysis of Amathole District Municipality (ADM). Council adopted the Diagnostic Report in 2018, highlighting threats and weaknesses that may lead to the failure of the District.
In 2018, Council approved a Municipal Turnaround Strategy 2018 – 2023 using the Diagnostic Report as one of the baseline documents. Organisational Development and Design, Three Year Financial Recovery Plan and Five Year Financial Plan are amongst few strategic plans within the ADM Municipal Turnaround Strategy.
In March 2019, Council approved a Forty (40) Year Long Term Prognosis for An Amathole Smart District towards 2058. Council identified strategic catalytic projects and projects of strategic importance within Vision 2058: “Building a Smart District”.
Since 2018, ADM has been engaging and soliciting financial and non – financial support from National and Provincial Government in line with section 154 of the Constitution of the Republic of South Africa, as challenges require a collective and integrated approach. The Former Executive Mayor, Cllr Nxawe, Former Acting Executive Mayor, Cllr Mnqwazi and now I are on record seeking the above – mentioned support from both National and Provincial Government.
Nevertheless, on behalf of ADM Council we welcome the invoking of section 139 (5) (a) of the Constitution of the Republic of South Africa by the Provincial Executive as an administrative tool of intervention. This intervention will strengthen ADM's Financial Recovery Plan. ADM Council also welcomes the established Multi – Disciplinary Team with set Work – Streams as an attempt to resolve ADM challenges.
Lastly, ADM Council assures all communities, within our jurisdiction, of its commitment to provide services in an efficient, effective and sustainable manner during this challenging period.

NON PAYMENT OF SALARIES CIRCULAR WITHDRAWN
ADM Headquarters, Tuesday 19 January 2020
Following engagements with the National and Provincial Government held on 15th January 2021 Amathole District Municipality (ADM) has withdrawn the circular on none payment of salaries for its 1670 workforce. The meeting resolved on the establishment of a multi-disciplinary task team whose task is to strengthen and implement a sustainable financial recovery plan for the Municipality.
We have full confidence in the engagements of the task team that they will yield positive results hence the withdrawal of the initial circular. I must reiterate our commitment as the leadership of the institution to turn the fortunes of our district for the better whilst servicing our communities.
